Nataliya Horodetsky 

Nataliya Horodetsky is a graduate of the University of Ottawa with a degree in Business Administration (2000) and an honours degree in Commerce and International Management (2004). 

With over eighteen years of experience, her career has focused on planning, organizing, and implementing technical assistance programs with the judiciary and court administration through the Office of the Commissioner for Federal Judicial Affairs Canada (FJA). Nataliya has managed judicial reform projects in numerous countries, including Ukraine, Russia, and China, and has designed cooperation initiatives and led expert missions to Mexico, the Maldives, Jamaica, Ghana, Peru, Colombia, and Moldova. In her roles first as Senior Manager and then as Senior Program Analyst with FJA, she has gained extensive knowledge of justice sector reforms at both the national and international levels and has played a critical role in the design and implementation of a wide range of international assistance programs. She is proud to have had the opportunity to be seconded to Global Affairs Canada’s Eastern Europe and Eurasia Division in 2022, where she supported the Government of Canada’s Task Force in response to armed conflict, contributing to the imposition of economic sanctions on targeted political regimes. Nataliya is also as a member of the North American Board of the International Association for Court Administration (IACA), where she helps to advance court administration on a global scale. 

Nataliya Horodetsky est diplômée de l’Université d’Ottawa, où elle a obtenu un diplôme en administration des affaires en 2000, et un baccalauréat avec distinction en commerce et gestion internationale en 2004. 

Avec plus de dix-huit ans d’expérience, sa carrière s’est concentrée sur la planification, l’organisation et la mise en œuvre de programmes d’assistance technique auprès de la magistrature et de l’administration des tribunaux par l’intermédiaire du Commissariat à la magistrature fédérale Canada (CMF). Nataliya a géré des projets de réforme judiciaire dans de nombreux pays, dont l’Ukraine, la Russie et la Chine, et a conçu des initiatives de coopération, ainsi que dirigé des missions d’experts, au Mexique, aux Maldives, en Jamaïque, au Ghana, au Pérou, en Colombie et en Moldavie. Dans le cadre de ses fonctions successives de gestionnaire principale, puis d’analyste principale de programme au CMF, elle a acquis une connaissance approfondie des réformes du secteur de la justice aux niveaux national et international. Elle a également joué un rôle essentiel dans la conception et la mise en œuvre d’un large éventail de programmes d’aide internationale. Elle est fière d’avoir eu l’occasion d’être détachée à la Division de l’Europe de l’Est et de l’Eurasie d’Affaires mondiales Canada en 2022, où elle a soutenu le groupe de travail du gouvernement du Canada en réponse aux conflits armés. Elle a ainsi contribué à l’imposition de sanctions économiques à des régimes politiques ciblés. Nataliya est également membre du conseil d’administration nord-américain de l’Association internationale pour l’administration des tribunaux (IACA), où elle contribue à faire progresser l’administration des tribunaux à l’échelle mondiale.
